J.S. Waters Whistle

This trophy was presented in 1973 by Doug Blake, a Life Member of the association and former leading referee.  The whistle is named after J S (Jack) Waters in recognition of his contribution to younger people involved in Rugby and is presented annually to the most deserving referee under 18 years.
