You must be registered with an association (or rugby club) to referee any sanctioned rugby game in Australia.

Subscription fees
ACTRRA applies a nominal annual fee that assists to pay for the services it provides to members. These subs are also paid via Rugby Xplorer at the time of registration (you will need a credit card).
Adult Referee and/or Referee Coach: $70
New Adult Referee and/or Referee Coach: $35
Student Referee: No fee
Life Member: No fee
Note: 2024 subscription fees have been waived.
If there is no subscription fee payable, registration is still required annually with Rugby Xplorer to be a member. This includes life members.
The registration process assists to create an updated and accurate mailing list and increases our ability to send correspondence to all registered members.

How to register using Rugby Xplorer
- In order to register members will either need to download the Rugby Xplorer app (iOS and Android) or complete registration online using https://myaccount.rugby.com.au and follow the prompts,
- Once logged in (either using your existing login details or opening a new account) from the menu select “Register” and search for our club name: "ACT Referees"
- Select ACTRRA and proceed to select :
- Role (“Match Official”);
- Registration Type (“Referee/Referee Coach/Asst Referee” if you will be active, OR “Non-appointed” if you are a non-active Life Member); and
- Duration (“Season”).
- Follow the directions to confirm your details.
- ACTRRA membership requires you to have a valid WWVP card if you are 16 years or older. If you have a Working with Vulnerable Persons card or registration number make sure you enter details (if you are in the process of applying then enter the application number).
- If you selected your Registration Type as “Non-appointed” please input a quantity of “1” when the option for Life Membership is presented on the “saleable item” page.
- If you selected your Registration Type as “Referee/Referee Coach/Asst Referee” please input a quantity of “1” against the respective registration type that is applicable to you. You MUST choose and pay for a saleable item (if a cost is associated with it) at the time of registration in order to become a member of ACTRRA and the ability for being appointed in the system.
- Select one of the membership options (if you are a full-time high school student select “Child”).

Working with Vulnerable People (WWVP)
When completing your registration on Rugby Xplorer, you will note a field for entering the details of your Working With Vulnerable People card (sometimes known as a ‘Blue Card’). Despite different policies between the NSW and ACT Governments for officiating in children’s sport, it is both ACTRRA and Rugby Australia policy that ALL referees and referee coaches (16 years of age or older, junior and senior panels) must hold a valid WWVP card.
You will not be appointed without evidence of a valid WWVP card or application number.
